Recently, the situation of criminals in the fraudulent appropriation of assets using high technology has had many complicated developments, with methods and tricks causing frustration among the people. Many people received fake messages from commercial banks which deceived them into clicking on the link to steal information and take over the administration of users' bank accounts. Banks have issued warnings about those forms of fraud, but many people still have been "trapped" and lost their money.
Talking to the online Government Newspaper, Dr-Lawyer. Nguyen Thanh Nam, the Director of Gattaca Law Firm (Gattaca Law), said that over the past time, many people have impersonated banks to commit fraud with more sophisticated and complex tricks.
In general, this group uses high-tech computer networks, through collecting victim’s information in many forms, and then uses tricks to call, text, and send emails pretending to be a bank or an employee of the bank, warning customers about the status of being illegally logged in their bank accounts, or being investigated for being related to the case, or to receive promotional gifts on holidays, Tet...
Thereby, they entice the victim into providing an OTP number, accessing the link, or faking a bank website (with almost the same form as the official website but with a different address). When the victim accesses the fake website and link and follows the instructions, those individuals will collect security information to execute the money transfer orders and appropriate the money in the account.

To avoid these scams, according to Lawyer. Nguyen Thanh Nam, the account holders need to be vigilant, and not provide information via phone, email, or text message, even to someone claiming to be a bank employee who comes to transact directly.
In these cases, the account holders need to stay calm and proactively contact the bank via the published official hotline, or go directly to the bank's headquarters for transaction and clarification.
According to Article 5, Circular No. 15/VBHN-NHNN dated December 28, 2020, of the Governor of the State Bank of Vietnam guiding the opening and use of payment accounts at payment service providers, account holders may "request the payment service provider where the account is opened to temporarily lock and close the payment account when necessary"; shall "timely notify the payment service provider where the account is opened when detecting errors or misunderstandings in their account or suspecting that their accounts have been taken advantage of"; shall "be responsible for damages caused by errors or being taken advantage of or scammed when using payment services through accounts due to their fault".
Therefore, in case the account holder has followed the instructions of the fraudster and suspects signs of fraud, he must immediately contact or go to the bank's headquarters to request a change in security information, security, lock, and close the payment account.
In cases of disclosure of confidential information, as said before, the fault will be determined to be on the account holder, and the bank will be excluded from responsibility and only responsible for supporting the account holder in the event a payment order is still in the bank.
