PROCEDURES FOR APPLYING FOR APPROVAL OF INVESTMENT POLICIES OF THE PRIME MINISTER

Step 1: Investor sends 01 dossier to the Ministry of Planning and Investment

+ In case of request for approval of investment policies of investment projects proposed by investors: Written request for implementation of investment projects; Documents on the legality of investors; Documents proving the financial capacity of investors; Proposal of investment projects; Copies of land use right papers or other documents defining the right to use the place (if any); Contents of explanations on technology; BBC contracts (if any) and other documents.

+ In case of request for approval of investment policies on investment projects made by competent state agencies: A proposal for approval of investment guidelines; Proposal of investment project or pre-feasibility study report.

Step 2: The Ministry of Planning and Investment sends dossiers for appraisal opinions of state agencies related to the appraisal contents. Duration: 03 working days.

The consulted agency may have appraisal opinions on the contents under its state management and send it to the Ministry of Planning and Investment. Duration: 15 working days.

Step 3: The Ministry of Planning and Investment organizes the appraisal of dossiers and making appraisal reports including the contents of appraisal and dossiers to the Prime Minister for approval of investment guidelines. Duration: 40 working days.

Step 4: The Prime Minister considers and approves investment policies

For investment projects simultaneously under the competence to approve investment policies of 02 or more provincial-level People's Committees, the Prime Minister may specify investment registration agencies of a province or centrally run city to grant investment registration certificates for the entire project.
