On September 20, 2021, the Hanoi People's Committee issued Directive 22/CT-UBND on adjusting measures to prevent and control the Covid-19 epidemic in the city in the new situation.
Principles of implementation
(i) No zoning regulations apply;
(ii) Failing to control travel documents for organizations, individuals and businesses moving within the City;
(iii) Strengthen the application of information technology in epidemic prevention and control and mobile monitoring in the city.
(iv) There are no additional administrative procedures for individuals, organizations and businesses in the city according to the direction of the Central and the City.

From 6:00 a.m. on September 21, 2021, to adjust measures to prevent and control the COVID-19 epidemic in the city according to the principles in Directive 15/CT-TTg dated March 27, 2020 and a number of high-level measures. more suitable with the actual situation until the completion of the second vaccination for all people of vaccination age and the new notice of the City.

Agencies, offices, organizations and enterprises in the locality (except for the armed forces, agencies, units and forces in charge of epidemic prevention and control) shall arrange for cadres, civil servants and public employees. , employees work according to the 50/50 principle (50% at the office and 50% using information technology to work from home). Business services, repair, washing of cars, motorbikes, vehicles, electronics, refrigeration and home appliances, business establishments of stationery, books, equipment, school supplies, doors trading goods, building materials; doing business on e-commerce platforms, using online delivery services; food and beverage service establishments (only for takeout) and close before 9pm daily.
(iv) Shippers are allowed to operate from 9am to 10pm
The delivery person must receive at least 1 dose of COVID-19 vaccine, daily medical declaration on VN-elD application or website: suckhoe.dancuquocgia.gov.vn; responsible for strictly implementing measures to prevent and control the Covid-19 epidemic according to regulations. Operating time is from 09h00 to 22h00 daily (applicable to both motorbikes, two-wheelers being allowed to operate and vehicles participating in technology applications).

Develop a plan for safe adaptation to prevent and control the epidemic. The establishment owner must be responsible for ensuring the safety of workers and the community; require epidemic prevention and control for all people who come to buy goods/use services and make medical declarations by QR code and perform 5K.
Carry out production, business and activities in accordance with the safety instructions for the prevention and control of the COVID-19 epidemic (in the attached appendix) and regulations issued by the Central Government.
