Article 42 of the Law on Notance 2014 provides for the scope of certification of real estate contracts and transactions as follows:
"Notarial officers of notarial organizations may not recognize real estate contracts or transactions within the provinces or centrally run cities where the notarial practice organizations are headquartered, except for cases of notarial testaments, documents refusing to receive real estate and authorization documents related to the real estate performance of rights to real estate".
According to the above provisions and information provided, only noticing practice organizations based in Binh Duong province can noticing this transfer contract. This means that noted offices in Ho Chi Minh City do not have the authority to not be notified. Therefore, you cannot go to Ho Chi Minh City to noticing the land purchase contract in Binh Duong province.
