RESOLUTION NO. 268/NQ-UBTVQH15 ON ALLOWING THE GOVERNMENT TO ENACT RESOLUTIONS THAT HAVE A NUMBER OF CONTENTS OTHER THAN THOSE OF THE LAW TO COMBAT COVID-19

CHAIRMAN OF THE NATIONAL ASSEMBLY VUONG DINH HUE SIGNED RESOLUTION NO. 268/NQ-UBTVQH15 ON ALLOWING THE GOVERNMENT TO ENACT RESOLUTIONS THAT HAVE A NUMBER OF CONTENTS OTHER THAN THOSE OF THE LAW TO COMBAT COVID-19.
On behalf of the Standing Committee of the National Assembly, Chairman of the National Assembly Vuong Dinh Hue signed Resolution No. 268/NQ-UBTVQH15 on allowing the Government to promulgate the Resolution with a number of contents different from the provisions of law to meet the requirements of COVID-19 prevention and control.
The Standing Committee of the National Assembly constrained with the Government's proposal to promulgate the Government's Resolution on the implementation of urgent solutions to prevent and control COVID-19 epidemics under Resolution No. 30/2021/QH15 of july 28, 2021 of the 15th National Assembly; including the contents of decisions on establishment of facilities for collection and treatment of people with COVID-19 and operation licenses; assign the Ministry of Health to prescribe administrative procedures in the circular according to the shortened procedures to meet the urgent requirements of epidemic prevention and control; assign the Standing Committee of the People's Council to decide on matters under the competence of the People's Council and report them to the People's Council at the nearest meeting.
For proposals to provide for the payment of medical examination and treatment costs to COVID-19 patients at collection facilities, covid-19 treatment (including the cost of treating other diseases during COVID-19 treatment) guaranteed by the state budget at the actual cost, the Government continues to direct the implementation in the direction of the state budget responsible for paying the full cost of medical examination and treatment directly related to COVID-19 treatment.
For patients with COVID-19 with other diseases, the payment of medical examination and treatment costs for these diseases must comply with the Provisions of the Law on Prevention and Control of Infectious Diseases, the Law on Health Insurance and other relevant provisions of law.
This Resolution comes into force from August 6, 2021.
